Before being elected to the Senate, Jean-Yves Leconte founded and managed several companies in Poland and Ukraine specializing in the design and sale of water supply and wastewater disposal equipment, both on the public market and as part of private industrial investments. Through these activities, he gained practical knowledge of supply chains, marketing, and product certification. In the Senate, he led legislative work (legal committees and the European Affairs Committee) on migration and asylum, security/intelligence, counterterrorism, civil rights, electoral law, international mobility, data, and European policy: the Green Deal, energy, the rule of law, EU-Ukraine relations, EU-Turkey relations, EU-Africa. He also dealt with budgetary issues related to the state's external activities, taxation of non-residents, social protection (Caisse des Français de l'Étranger) and the teaching of French abroad. In addition to this national and European experience, he also gained experience as a member of the OSCE Parliamentary Assembly.
